Opportunity Information: Apply for AF PDPA FY21 04
The Africa Regional Services (ARS) Paris Small Grants opportunity is a U.S. Department of State Bureau of African Affairs public diplomacy funding competition designed to support small, focused projects that strengthen ties between the United States and countries in sub-Saharan Africa. The program is aimed at activities that can be delivered virtually and/or in person and that help audiences better understand U.S. policies, institutions, and the broader political, economic, social, and cultural context behind them. A core requirement is that every proposed project includes a clear American element, such as engagement with U.S. experts, institutions, organizations, cultural content, or other U.S.-connected materials that build understanding of U.S. perspectives.
This funding uses a two-step application process that begins with a Statement of Interest (SOI), not a full proposal. Applicants first submit a concise SOI of up to two pages that communicates the project concept, goals and objectives, intended outcomes, basic performance indicators, who benefits, a rough timeline, and a proposed budget at a high level. ARS uses the SOI stage to screen for eligibility and fit before asking applicants to invest time in a complete proposal. After a merit review of eligible SOIs, selected applicants are invited to submit a full proposal, which then goes through a second merit review before ARS makes final funding decisions. Applicants are told whether they will be invited to continue in the process via email, typically within two weeks of the decision meeting.
Projects must focus on sub-Saharan Africa and may be conducted in English, French, Portuguese, or Spanish. ARS lists examples of the kinds of activities that fit the small grants approach, including professional lectures, seminars, and speaker programs; artistic and cultural workshops or masterclasses; and the creation of public-facing or distance-learning products such as podcasts, online courses, radio programming, or other remote learning formats. Proposals are expected to specify the target country or sub-region within sub-Saharan Africa and to clearly define the intended audience, whether that is the general public, decision makers, civil society leaders, opinion shapers, students, or professional groups, including the level at which they operate (for example, ministry-level stakeholders, schools, community organizations, or sector professionals). The SOI should also spell out what change is expected in that audience as a result of the project, such as improved knowledge, stronger professional networks, increased civic engagement, or adoption of better practices.
ARS highlights five priority program areas. Governance projects should promote democratic principles, inclusive governance, transparency, human rights, religious freedom, civic education, voter participation, civil society strengthening, and the empowerment of marginalized groups. Prosperity projects should support shared economic growth and stability by advancing equitable and transparent economies, entrepreneurship and innovation, youth opportunity, empowerment of underserved communities, and may also include work related to cultural resource management and the arts. Security projects should promote peace and security through themes like rule of law, tolerance, prevention of radicalization to violence, community policing, bridging tribal, religious, and regional divides, wildlife protection, and resilience to climate shocks and other environmental threats that affect human security. Journalism projects should support independent and professional media, media literacy, ethical journalism, and the business and management side of new media. Community health projects can include cyber security and online safety for children as well as broader health cooperation and collaborative approaches to existing and emerging health challenges.
Eligibility is limited to International Visitor Leadership Program (IVLP) alumni based in the United States and Europe whose work is focused on Africa. The opportunity is not open to for-profit or commercial entities. The authorizing authority is Smith-Mundt, and the funding source is FY21 Public Diplomacy funding. The notice indicates an award ceiling of $20,000 and an expectation of about two awards.
SOIs must be submitted by email to arsspeaker@state.gov and must follow formatting and content rules closely because noncompliant submissions are considered ineligible. The SOI package must include: a 1-2 page project description covering goals, objectives, outcomes, performance indicators, beneficiaries, budget, and timeline; a clear statement describing the applicant’s capacity to run the activity and properly manage U.S. Government funds; and a CV or resume in English (submitted in addition to, and not counted within, the two-page SOI limit). All documents must be in English, the total anticipated budget amount must be stated in U.S. dollars, and the SOI should use Times New Roman 12-point font.
The submission deadline for this specific notice was August 24, 2021 at 11:59 p.m. Eastern Time, and no applications were accepted after that time. During review, a Grants Review Committee evaluates each eligible SOI against the stated criteria on its own merits rather than ranking SOIs against one another. Reviewers will only consider content within the two-page limit, and the panel may attach conditions and recommendations to strengthen a concept. Any conditions must be addressed, and recommendations should be addressed, in the full proposal if the applicant is invited to the second stage.
Finally, ARS sets clear funding restrictions, meaning certain activities are not eligible even if they relate loosely to the themes. Excluded activities include partisan political programming, charitable or development assistance, construction, programs supporting specific religious activities, fundraising campaigns, lobbying for specific legislation or programs, scientific or social research, projects primarily aimed at growing the applicant organization itself, programs that duplicate existing efforts, and English-language learning programs.Apply for AF PDPA FY21 04
